How does the Autopilot take a decision about downsizing an application? How is reliability ensured?

Right now autopilot looks at long enough (7 Days) historical load and makes a conservative decision regarding how much resource is absolutely needed for the application. This is re-evaluated every 1 hour or within 10 minutes in case of an incident.
